Anne Arundel County Watershed Restoration Contract – North

Anne Arundel County Watershed Restoration Contract – North

In 2014 Underwood & Associates, Inc. (U&A) was awarded the Anne Arundel County Watershed Restoration Contract – North to retrofit stormwater management facilities and provide restoration construction services in the northern half of Anne Arundel County. The contract is renewable for five years. In the first year of this contract we completed 14 separate stormwater pond retrofits. We are currently in the second year of this contract and are on target to construct at least 10 more projects this year.

The goal of this contract for Anne Arundel County DPW is to make progress toward their TMDL goals.  It is funded through the Stormwater Remediation Fee implements by Anne Arundel County.

Many stormwater ponds in this part of the county were constructed in the 1970s and have failed to provide the stormwater management functions expected of them. To date most projects under this contract have been retrofits of these types of ponds in residential areas. Projects completed in 2015 included ponds with 5 acre to 30 acre drainage areas.

Ponds retrofitted in 2015 featured populations of invasive cattails, sediment clogged inverts, and litter filled basins prior to construction. Our retrofit process incorporated Regenerative Design techniques to provide step pool systems and sand seepage wetlands within the footprint of the existing pond. The completed projects provide filtration for stormwater flows and water quality improvements.

The following personnel were involved with this project and will also be involved with Carter Barron: Keith Underwood, Heather Johnson, Joe Arrowsmith, Donna An, Keith Pivonski, Mary Underwood, and all members of our Field Crew. All projects within this multi-year open end contract have been completed on time and within budget.

In addition to the standard cost control measures described at the start of this section we also strategically plan multiple cut and fill pond retrofit projects, allowing us to haul excess material from one pond project to another that needs fill material. This reduces the material costs and hauling fees for both projects and allows us to use locally sourced native material.
